Preheat oven to 350ºF. Sift the flour, baking powder, cinnamon, cloves, mace, allspice, and pepper into bowl. Place the honey and butter in saucepan, cook over low heat, stirring constantly, until the butter melts. remove from heat and cool to lukewarm, beat in eggs. Add the flour mixture to honey mixture, refrigerate for 30 minutes. shape the dough into 1 inch balls. Place on greased cookie sheet, bake for 15 minutes. Cool the cookies on wire racks. Mix confectioners' sugar, vanilla and water together in small bowl to form a thin glaze. Dip the cookies in glaze and place on a wire rack to dry. store the cookies in airtight containers.
