Savory Roast Potatoes

3 1/2 pounds of medium sized red potatoes, each cut in half
1 medium sized onion, finely chopped
2 tablespoons of  olive or salad oil
2 teaspoons of  salt
2 teaspoons of dried rosemary leaves, crushed or chives
1 teaspoon of  coarsely ground black pepper

Preheat oven to 400ºF.  Use 17x12 inch roasting pan. Place potatoes cut side up and coat with ingredients. Add 1 cup of water to pan and cover. Optional: Cover potatoes with strips of bacon. Roast potatoes for 40 to 45 minutes.
